Computer Information Network International Network Access Channel Management Approach

Article 1 These Measures are formulated in accordance with the "Provisional Regulations on the Administration of the International Network of Computer Information Networks of the People's Republic of China" for the purpose of strengthening the management of the international network entrances and exits of computer information networks.
Article 2 The computer information network within China's territory is directly connected to the international network. It must use the international gateway provided by the national public telecommunications network of the Ministry of Posts and Telecommunications. No unit or individual may set up or use other channels (including satellite channels) for international networking.
Article 3 The Ministry of Posts and Telecommunications instructs the China Post and Telecommunications General Administration (hereinafter referred to as the General Administration of Telecommunications) to set up a computer information network, the International Network Entry and Exit Bureau (hereinafter referred to as the International Bureau of Entry and Exit) and its network management center, and is responsible for the provision and management of international network access channels.
Article 4 The operating units of computer information networks that directly conduct international networking (hereinafter referred to as interconnection units) shall apply to the Ministry of Posts and Telecommunications for the formalities for the use of international exit and entrance channels. The interconnection unit shall provide valid approval documents and related information on the scale of the network, application scope, access units, required channels, etc. when handling the formalities. The interconnection unit shall, after completing the formalities, report the change of the preceding paragraph to the Ministry of Posts and Telecommunications once every six months.
Article 5 The Ministry of Posts and Telecommunications shall review the application of the Interconnected Units. If the conditions are met, the General Directorate of Telecommunications shall provide the required international exit and exit channels within 30 days. Without the approval of the Ministry of Posts and Telecommunications, no unit may provide access to the international network of computer information networks.
Article 6 The Directorate General of Telecommunications shall strengthen the management of international gateways and entrances and exits, and provide high-quality and reliable services to connected entities.
Article 7: Interconnected units use dedicated international channels to charge according to the current international circuit-renting standards; and preferential rates for the international channels used by education and research departments.
Article 8 The International Export and Import Bureau shall cooperate with the relevant state departments in the implementation of information security inspections and the corresponding measures taken.
Article 9 In case of violation of the provisions of Article 2 of these Measures, the public security agency shall be punished according to the Provisional Regulations of the People's Republic of China for the Administration of International Networking of Computer Information Networks.
Article 10 In case of violation of the second paragraph of Article 5 of these Measures, the Ministry of Posts and Telecommunications shall order it to stop providing channels, and recommend that its competent authorities impose administrative sanctions on the relevant persons responsible and their responsible persons.
Article 11 The present Measures shall come into force as of the date of promulgation.
